Wahrscheinlich ist die Queen „not amused“ über den Ausbruch von Gewalttätigkeiten in mehreren britischen Städten sowie der Hauptstadt London, die an einen Bürgerkrieg erinnern. Britsche Politiker halten den Fall für so ernst, dass sie ihre Ferien unterbrochen haben, den Nationalen Sicherheitsrat tagen lassen wollen und das Parlament eine Sondersitzung zu den Unruhen abhalten will. Fussballspiele wurden abgesagt und sogar der Einsatz des Militärs ala Nordirland/Belfast erwogen.Wie es aussieht war der Auslöser für die Unruhen die Erschiessung eines Jugendlichen durch die britische Polizei–ähnlich damals wie bei den Unruhen in den französischen Banlieus nachdem ein Jugendlicher bei einer Verfolgungsjagd mit der französischen Polizei umkam. Es muss also einen Solidarisierungseffekt gegeben haben nach dem Motto: „Sie haben einen von uns erschossen–Rache“, was als Signal empfunden wurde, nun hemmungslos zuschlagen zu können. Aber aufgrund welcher Gemeinsamkeit? Die Hintergünde der Unruhen dürften eben die sozialen Verhältnisse sein, die sich in Arbeitslosigkeit, Armut, Sozialabbau, der Schliessung von Jugendzentren,u.a. manifestiert. Diesmal scheinen die Unruhen aber keine rassischen/ethnischen Ursprünge zu haben wie etwa die britischen Unruhen von 1981, sondern prekariäre Jugendliche aller Hautfarben sich hier gemeinsam erhoben haben. Angesichts der Perspektivlosigkeit infolge der neoliberalen Politik unter Blair (New Labour) und Cameron (Tories) scheint sich ein gewaltiges Aggressionspotential aufgeladen zu haben, das sich nun wütend, spontan, kopflos,vandalistisch und gewalttätig entlädt.Innerhalb der Bevölkerung dürfte dies eher Abscheu erregen und die durch die Murdochkrise angeschlagene Torieregierung eher stärken. Bürgerwehren zum Selbstschutz formieren sich und die normale Bevölkerung der Stadtteile reinigt zusammen mit Besen ausgerüstet die Vorschäden vom Vortag. Sollte Cameron wie damals Sarkozy nach Kärchern rufen,dürfte ihm breite Zustimmung sicher sein.Der Standpunkt der British National Party und der English Defense League sind noch unklar, aber diese rechtsextremen Parteien dürften auch versuchen ihren Gewinn aus dem Chaos zu ziehen.Die Regierenden gehen logischerweise gar nicht auf die sozialen Ursachen ein, an denen sie ja tatkräftig beteiligt waren und sind.Dementsprechend vertitt die Torie-Partei nur eine Law- and Orderstrategie, die mehr Polizei und weniger Bürgerrechte fordert, aber an den sozialen Verhältnissen nichts verbessern will–so heißt es auf der Webseite der Tories:

The Prime Minister this morning announced that Parliament would be recalled on Thursday in order to respond to the violence and looting in London and other cities.

David Cameron condemned the scenes of violence. Speaking outside Downing Street he said:

„I have come straight from a meeting of the Government’s COBRA committee for dealing with emergencies where we have been discussing the action we will be taking to help the police to deal with the disorder on the streets of London and elsewhere in our country.

„I have also met with the Metropolitan Police Commissioner and the Home Secretary to discuss this further. And people should be in no doubt that we will do everything necessary to restore order to Britain’s streets and to make them safe for the law abiding.

„Let me first of all completely condemn the scenes that we have seen on our television screens and people have witnessed in their communities. These are sickening scenes, scenes of people looting, vandalising, thieving, robbing. Scenes of people attacking police officers and even attacking fire crews as they try to put out fires.

„This is criminality pure and simple and it has to be confronted and defeated. I feel huge sympathy for the families who have suffered. Innocent people who have been burned out of their houses and to businesses who have seen their premises smashed, their products looted and their livelihoods potentially ruined.

„I also feel for all those who live in fear because of these appalling scenes that we have seen on the streets of our country. People should be on no doubt that we are on the side of the law abiding. Law abiding people who are appalled by what has happened in their own communities. As ever police officers have shown incredible bravery on our streets in confronting these thugs, but it is quite clear that we need more, much more police on our streets and we need even more robust police action. And it is that that I have been discussing in COBRA this morning.

„The Metropolitan police commissioner said that compared with the 6000 police in the street last night in London there will be some 16,000 officers tonight there will be aid coming from police forces up and down the country and we will do everything necessary to strengthen and assist those police forces that are meeting this disorder. There’s already been 450 people arrested, we will make sure that court procedures and processes are speeded up and people should expect to see more, many more arrests in the days to come.

„I am determined, the Government is determined that justice will be done and these people will see the consequences of their actions. And I have this very clear message to those people who are responsible for this wrongdoing and criminality. You will feel the full force of the law and if you are old enough to commit these crimes you are old enough to face the punishments and to these people I would say this, you are not only wrecking the lives of others, you are not only wrecking your own communities, you are potentially wrecking your own life too.

„My office this morning has spoken to the speaker of the House of Commons and he has agreed that parliament will be recalled for a day on Thursday so I can make a statement to parliament and we can hold a debate and we are all able to stand together in condemnation of these crimes and also to stand together in determination to rebuild these communities. Now, if you will excuse me there is important work to be done. Thank-you.“

Ed Miliband MP, Leader of Opposition, speaking on a visit to Peckham to visit riot-affected areas, said:

“We need firm action from the police.

“There must be no no-go areas and public order is the immediate priority.

„The public safety of our citizens, the ability for them to go about their business in a lawful way, is an absolute priority for any government and for any country.

„There can be no excuses for the violence and the intimidation of people that we have seen over the last few days.”

He also appealed for parents to keep their children at home:

“Everyone has been shocked by the age of some of those involved in violence in recent days

“Parents, many of whom will now be incredibly anxious, have a big role to play.

“I say to mothers and fathers, make sure you know where your kids are, make sure they are at home tonight, away from any violent activity and safe.”

Anders klingt schon die bei weitem größte linke Partei neben Labour, die trotzkistische Socialist Workers Party in ihrer Erklärung, die die Ursachen in der neoliberalen Politik von Cameron, der Arbeitslosigkeit, dem Sozialabbau, einem angeblich rassistischen Verhalten der britischen Polizei sieht und zumal zu Massenaktionen der Arbeiterklasse aufruft, die den desorientierten Jugendlichen eine Möglichkeit sich nicht gewalttätig zu organisieren bietet. Die SWP verweist auf eine Demo und einen Streik, der Hunderttausende britischer Arbeiter und Bürger mobilisierte und ruft den Gewerkschaftsdachverband TUC auf, Widerstand gegen die Cameronregierung zu organsieren—als Objekte des Protest soll eine Demo gegen die Toriekonferenz, gegen ein Treffen der English Defense League und ein Streik mit angeblich 1 Millionen Beteiligten im November 2011 dienen:

Why people are rioting

The riots that last night swept large parts of London, Birmingham, Liverpool and Bristol last night are an explosion of bitterness and rage.

This is what happens in a society of deep and growing inequality, where there are great pools of unemployment and poverty, where there is systematic police harassment and racism, and where many young people feel they have no future.

Just as with the student protests last year, it is the “lost generation” created by the Tories who are at the centre of these struggles—although many older people were also involved.

The factors that made them rebel affect millions. The riots are not about “criminality” or “mindless violence”. Political slogans such as “Whose streets, our streets”, demands for “Justice” and denunciations of the police have featured in all the protests.

The backdrop is the deepening of the capitalist crisis. The anarchy of the market is far more devastating than the supposed anarchy on the streets. The bankers and businessmen, who continue to grab bonuses even as wages are hammered, have enriched themselves more effectively than any looter.

Police racism and brutality

In Tottenham the flashpoint was the police killing of Mark Duggan—and the lies and callous treatment of his family and friends which followed. This is just the latest episode in a history of racism and police brutality in the area.

No police officer has been found guilty of a death in custody in the past 40 years, despite deaths averaging one a week. Earlier this year, thousands marched in south London over the death of reggae artist Smiley Culture, who police accused of stabbing himself while they were in his home.

These incidents are the sharp end of police racism. But the harassment of young black and Asian people is a daily feature of life in Britain. Black people are 26 times more likely to be stopped and searched by police than white people.

Already, during these riots, hundreds of people have been arrested. There will be a further clamour from the press and politicians for revenge, and to hand the police even greater powers. We utterly oppose such measures. Far too many rights have been stripped from us already.

The scandals in the Murdoch press highlighted the corruption of the Metropolitan Police. Their brutality and racism are clear to millions. The last thing we need is to strengthen their hand.

The Tory attacks

Equally the riots would not have happened without the attacks being launched by the Tory-led government.

In Haringey, the London borough that contains Tottenham, 54 people chase every job vacancy. Eight of the 13 youth centres are due to close because of the government’s cuts.

Last year the government took Education Maintenance Allowance from 630,000 young people and tripled university fees, putting up a great “No entry to education” sign to most.

Britain is already less equal that at any time since the 1930s. While many of those who left school last month face a future without hope, the combined fortunes of the 1,000 richest people in Britain rose £60 billion in 2011 to nearly £400 billion.

The £81 billion of cuts decreed by David Cameron’s government will mean hundreds of thousands of job losses, devastated communities and services destroyed.

At some point people pushed to the wall will turn and fight back. That is what is happening now, just as it did during Margaret Thatcher’s reign in the 1980s, the great slump of the 1930s and the great depression of the 1880s—all periods which saw riots in Britain.

The riots are also a judgment on the utter failure of Ed Miliband’s Labour Party to offer an alternative to the Tories. All the political parties offer essentially the same recipe, just as now they have no solutions except water cannon, prison sentences and the army on the streets.

Resistance is the answer

Riots are an expression of anger, as Martin Luther King said, they are “the language of the unheard”. But to stop the Tories more is needed.

We need more protests like the huge demonstration on 26 March and the strike by 750,000 workers on 30 June. Such struggles can unite desperate young people and workers who face job cuts, attacks on pensions, huge wage reductions and worse conditions.

We call for the TUC, trade unions, and campaign groups to hurl themselves into the fight against the cuts, poverty and racism. We call for building events such as the demonstration against the English Defence League in east London on 3 September, the protest at the Tory conference in Manchester on 2 October, and the coordinated strike by more than a million workers planned for November.

A real solution to the despair that creates riots will need a different sort of society, where the needs of the vast majority, rather than a tiny elite, come first.

Die SWP möchte damit wohl an die Zeiten der Poll Taxdemos 1990 anknüpfen, als 200 000 Londoner auf die Strasse gingen, um gegen die Thatcherregierung zu protestieren (http://www.viddler.com/explore/TVtilt/videos/7/).

Möglicherweise wird aber Cameron die Unruhen nutzen, um solche potentiellen  Massenproteste verbieten zu lassen. Es sieht aus, dass Grossbritannien unruhigen Zeiten entgegengeht—vor allem wenn die Finanzkrise auch das Königreich treffen sollte. Und vielleicht ist dies auch eine Entwicklung,die in weiteren Teilen Europas stattfinden wird, da in 19 von 27 EU-Staaten die Jugendarbeitslosigkeit bei weit über 20% liegt. Die Hessische Landesbank hat dementsprechend im Juli 2011 eine Studie herausgegeben mit dem Titel: „Jugendarbeitslosigkeit: Eine tickende Zeitbombe“. Dennoch unterscheiden Soziologen und Politikwissenschaftler die Jugendarbeitslosen primär in zwei Gruppen: Die Jugendarbeitslosen ohne Bildungsabschluss, die schon länger arbeitslos und nicht mehr integriert sind–die Perspektivlosen und: die Jugendarbeitslosen, die einen Bildungsabschluss haben, somit noch Hoffnung auf einen Job haben und zumal noch Vertrauen in Politik und das Wirtschaftssystem haben. Während die perspektivlosen Jugendarbeitslosen zu gewaltätigen und kleinkriminellen Aktionen neigen (Plünderung, Brandschatzung, etc:), präferiert die andere Gruppe friedliche Aktionen (Zeltstädte, Sit-Ins, Demos, Wahlaufrufe,etc.). Und Deutschland? Innenminsiter Friedrich erklärt, dass es in Deutschland nicht zu solchen Unruhen wie in England kommen könne, da es einen gesellschaftlichen Konsens gäbe, der Gewalt ausschliesse. Die Polizeigewerkschaft widerspricht dem entschieden und verweist auf den 1.Mai in Berlin, die Inbrandsetzung von Autos, Holliganismus,kaum intergierte Jugendbanden in Grosstädten, zunehmende Gwalttätigkeit gegenüber der Polizei ,etc. Letzteres mag zwar richtig sein, aber Dreh-und Angelpunkt aller Überlegungen ist die Jugendarbeitslosigkeit und die ist in Deutschland recht gering im europäischen Vergleich. Zudem existiert–anders als in England–noch ein einigermassen noch funktionierender Sozialstaat.Das könnte sich aber im Laufe der Finanzkrise ändern, wenn die neoliberale Politik fortgesetzt wird oder eine Agenda 2020 unter Steinbrück oder Merkel nach den nächsten Bundestagswahlen erfolgt, die eben Sozialabbau, Zunahme prekärer Beschäftigungsverhältnisse, Zunahme der Niedriglohngruppen,etc.bedeuten würde. Zudem könnte es auch sein, dass die Generation Praktikum die befristeten Zeitverträge, die mangelnde Planungssicherheit für ihr Leben und unsichere Zukunftsperspektiven auch mal satt hat. Soziale Proteste im Falle einer Wirtschafts- und Finanzkrise sind also ebenso in Deutschland denkbar, wenngleich die Wahrscheinlichkeit geringer ist, dass sie derartig gewalttätige Formen wie in Grossbritannien annehmen würden.Die in der Shell-Studie als „pragmatische Generation“ gelobte Jugend, könnte ebenso bei der Organisierung des sozialen Protestes sehr „pragmatisch“ und damit effektiv werden, insofern sie sich nicht in einen Generationenkonflikteinläßt, der auf eine Aktionsfront reiche Jugendliche und auf Reichtum hoffende Jugendlichen mit reichen Alten gegen den ärmeren Rest der Gesellschaft hinausläuft und Sozialabbau und eventuell auch Altersarmut, ja gegebenenfalls Masseneuthanasie und „sozial verträgliches Ableben“ befürwortet.Dieser Jugendprotest kann also auch in eine sehr sozialdarwinistische und inhumane Richtung laufen.
