Ägypten:Ein gemischtes Wahlresultat

Die Wahlen in Tunesien, in Marokko und Ägypten haben überall die Muslimbrüder als stärkste Kraft hervorgebracht.Dennoch ist die Situation nicht wie in Palästina, wo die Hamas 60% der Stimmen oder in Algerien, wo die islamistische FIS 75% der Stimmen in den 90er Jahren erhielt und so eine absolute Mehrheit hatte,die das Militär zu einem Putsch und darauffolgenden Bürgerkrieg mit über 200 000 Toten inspirierte. In Ägypten hat die Muslimbruderschaft nur 40 % der Stimmen erhalten.Überraschend war jedoch das starke Abschneiden der radikalen Salafistenpartei mit 20% der Stimmen , das schlechte Abschneiden der moderaten Muslimbruderapspaltung Wasat mit 6%, während die Demokratische Allianz. gerade einmal 15% der Stimmen erhielt. Der „religiöse  Block“ hat damit ca. 66% der Stimmen, aber er ist eben kein einheitlicher Block. Die Salafistenpartei lässt die Muslimbruderschaft auch als das kleinere Übel und die moderate Variante erscheinen, obwohl noch völlig offen ist, was die Muslimbrüder beabsichtigen. Man sieht aber, wie schwach die demokratisch-säkularen Kräfte in Ägypten wirklich sind, wenn sie nicht einmal soviel wie die radikalen Salafisten zusammenbekommen. Daraus folgt, dass nur eine Koalitionsregierung machbar ist, zudem noch unter der ungebrochenen Macht des Militärs, das die Muslimbrüder argwöhnisch beäugt. So erklärt auch die Muslimbruderschaft, dass sie eine Koalitionsregierung haben will, die den bisherigen Artikel 2 der Verfassung, welcher Shariagesetzgebung für Muslime und eine Gesetzgebung für koptische Christen nach ihren eigenen religiösen Prinzipen festhalten wird.Ängsten vor einer Islamisierung des Staates infolge der neu zu schreibenden Verfassung möchte die Muslimbruderschaft dadurch vorbeugen.

 

Morsi: The Majority in Parliament Will Form a Coalition Government

Dr. Mohamed Morsi, Chairman of the Freedom and Justice Party (FJP), stated that: The majority in the upcoming parliament will form the government, which will be a coalition government.
Dr. Morsi, in a press conference held Tuesday in front of Shubra Gardens Primary School in The Coast constituency, stressed that the Egyptian people are able to think and choose those who will represent them in parliament, and that there will be no division between Muslims and Christians, old and young, according to the rules of political action, which require non-discrimination among them.
In response to a question about fears that the forthcoming parliament will have an Islamist majority, which will influence drafting of the new constitution, which will mean the said constitution is dominated by Islamic principles, Dr. Morsi explained that the law rules all civil transactions: „I do not imagine that any constitution in Egypt will do away with the Article II which states that Muslims are to be governed by Sharia (Islamic law) and Coptic Christians by rules of their own faith.“

Um weiteren Islamisierungvorwürfen vorzubeugen, hat die Muslimbruderschaft vorerst auch eine Allianz mit der Salafistenpartei ausgeschlossen:

The Freedom and Justice Party (FJP) denied alleged alliance with the Salafist al-Noor Party, and confirmed that the only electoral coalition now is with the Democratic Alliance which includes 11 parties, al-Noor not one of them.
Saad El Katatny, FJP Secretary General, criticized media fabrication of news about the FJP and its alleged alliance with the Salafist al-Noor Party to form an „Islamist government,“ and urged Egyptian media to abide by professional standards of accuracy and objectivity at this critical timing.
The FJP is currently fully focused on the ongoing electoral process, and any talks about alliances are premature and mere media speculations, Katatny stated.

Über den neuen Charakter des ägyptischen Staates hat sich die Muslimbruderschaft noch nicht konkret geäussert.Als der türkische Ministerpräsident Erdogan Ägypten besuchte, wurde er von den Muslimbrüdern zwar stürmisch begrüsst, seine Kommentare, dass Ägypten dem türkischen Beispiel und der AKP als laizistischen Staat folgen sollten, wurden jedoch unkommentiert übergangen.Selbst wenn sie eine Islamisierung des Staates wollte: Noch ist das Militär zu mächtig und die Muslimbruderschaft alleine zu schwach, um dies durchzustezen.Ihre Absage an eine Koalition mit den Salafisten ist auch unter dem Aspekt zu sehen, dass die Muslimbrüder nicht einen Vorwand lfür einen Militärputsch liefern wollen.Die Muslimbruderschaft sieht sich einer beispiellosen Medienkampagne ausgesetzt und zitiert hier das Zentralorgan des US-amerikanischen Council on Foreign Relations, „Foreign Affairs“welches eine unfaire Dämonisierung der Muslimbrüder durch die politischen Gegner sieht:

MB Statement on The Start of The First Phase of Parliamentary Elections

 Whilst we express our happiness for this great democratic event, we feel great sorrow for the unfair media campaigns that targeted us before and during the elections. We believe those will not simply stop after the elections. A few days ago, the influential „Foreign Policy“ described the situation as an agitated political eruption in the Egyptian media against the Muslim Brotherhood.
We call upon all our Egyptian brothers and sisters not to be influenced by this treacherous propaganda, and to consider such news and views with their hearts and minds.

Nicht nur die Foreign Affairs als mächtiger Fürsprecher in den USA beurteilt den Wahlsieg der Muslimbrüder als nicht so gefährlich, auch der britische Botschafter hat sich nun mit den Führern der Freiheits- und Gerechtigkeitspartei getroffen.

 

FJP Receives British Ambassador in Cairo

Dr. Mohamed Morsi, Chairman of the Freedom and Justice Party (FJP), and Dr. Mohamed Saad El Katatny, FJP’s Secretaray General, received James Watt, British Ambassador to Cairo today 4 September 2011 at the FJP’s headquarters in Cairo.

The British ambassador praised the beginning of democracy in Egypt and the parliamentary elections which is an important political event. he pointed out that it was carried out in a good, peaceful and organized way. He ascertained that the government of his country will be dealing with any elected government in Egypt, as long as it was the people’s choice.

Watt added that the British government supports the Egyptian-British relations by supporting the economy,  counter corruption programs, education and improving educational methods in Egypt.

Dr. Mohamed Morsy stressed that the elections are still in its first phase and he expects more people to vote in the coming phases. Dr. Morsi also commented on the new constitution which is being prepared following the parliamentary elections saying that it will guarantee the rights of all Egyptians regardless of their views, belief, color or sex.

Die erste ernsthafte Auseinandersetzung mit dem Militär und den demokratischen Kräften dürfte sich jedoch bei der Neufassung der ägyptischen Verfassung ergeben.Die Muslimbrüder müssen auf beide Kräfte Rücksicht nehmen.Die Frage wird aber sein, welche Rolle das ägyptische Militär im neuen Ägypten einnimmt und ob es bereit ist auch einige Macht abzugeben und bis zu welchem Grade die Muslimbrüder und die Demokratische Allianz dessen Machtreduzierung fordern werden.
