Taiwan, europäische Souveränität nach Macrons und vor Baerbocks Pekingbesuch

BILD geriert sich mal wieder größen wahnsinnig. Nachdem Springer und sein Doepfner, der auch schon mal einen 3. Weltrieg gegen Russland vorschlug, um einen noch größeren Weltkrieg mit China vorzukommen, ja in alter Kalter Kriegsmentalität damals den Hongkonger Oppositionsführer Joshua Wong nach Berlin einlud , da ihn Trump nicht in Washington empfangen wollte und auch sonst kein US- Politiker, dafür aber BILD eine Pressekonferenz abhielt, in der Joshua Wong erklärte, dass Hongkong die neue Frontstaat, bzw. Frontstadt eines Neuen Kalten Kriegs sei, der Berlin als Frontstaat, beziehungsweise Frontstadt als Vorbild hatte, ist nun, nachdem China die Oberhoheit und Herrschaft in Hongkong hergestellt hat, 1 Land, 2 Systeme Geschichte ist und man auch bei BILD nichts mehr über Hongkong und dessen von China nun verfolgter Opposition liest, Taiwan nach dem endgültigen Verlust der britischen Ex- Kolonie als neuer Frontstaat und Bollwerk der geopolitischen ersten Inselkette auserkoren, der international ausser von ein paar Zwergstaaten nicht anerkannt ist. Zumindestens hält BILD Baerbocks Besuch in China und Deutschlands Rolle in der Welt ganz wichtig und entscheidend, wenn sie titelt:

Klar, am besten mit der Fregatte Bayern. Deutschland ist demnach Weltmacht und wird auf Augenhöhe zu den USA seitens Chinas gesehen, zumal scheinbar nicht einmal mehr als Führungsmacht Europas oder der EU nach dem Macronstatement, dass Taiwan keine Angelegenheit Europas sei, man sich nicht in eine Konfrontation un einen Krieg zwischen den USA und Chna reingeben solle, sondern sich bestenfalls neutral raushalten, um damit „europäische Souveränität“ zu zeigen. Zudem Macron während die NATO und EU immer östlicher, nördlicher und transatlantischer zu werden scheint, ein Europa, wenn schon nicht EU unter französischer Führungsmacht und force de frappe statt US- Atomschild als 3. Weg zwischen den Großmächten USA, China und Rußland offerieren will, was auf heftigen Wderspruch stösst- mit Ausnahme Wagenknechts, Müteznichs, aber auch anderer Sozialdemokraten, Afdlern und Ostlophilen.

Jedenfalls gehen Habeck, Hodges und etliche Westler davon aus, dass ein Krieg um Taiwan „spätestens 2027“ losbricht und BILD stimmt die Leserschaft da schon einmal darauf ein:

Es wird interessant sein, ob Baerbock in Peking jetzt den Anti-Macron und transatlantische „europäische Souveranität „spielen wird, aber sie wollte ja der chinesischen Ukraineinitiative eine Chance geben und möglciherweise haut sie auch gar nicht auf die große Pauke,.Man darf gespannt sein. Die EU redet jetzt statt von Decoupling und dann Diversifizierung von „Derisking“. Wo da der Unterschied liegen soll,wird nicht näher erklärt. Die Frage ist aber wie weit Deutschland und die EU ihre Abhängigkeit von China abbauen kann. Auf jeden Fall geht das nicht so schnell und selbst in diesem Falle dürfte immer noch eine beachtliche Sockelabhängigkeit von China bleiben, das es zu Sanktionen nutzen kann. Ebenso wird auch das Derisking eben auch nicht nur mit demokratischen Staaten gehen. Umgekehrt ist auch die Frage,ob man so von TSMC und taiwanesischen Chips abhängig bleiben soll.

Nach dem Macronstatement jubelt die KP China,dass bei allen Vorwürfen gegen chinesische Wolves Warrior, die USA mit ihrem Decoupling-und Kalten Kriegsansatz die Verbündeten abspringen, ein „lon wolf“ zu drohen scheint, zumal auch Firmen wie Tesla und Intel-oder eben BASF,das ja weitere 10 Milliarden Euro in China investieren will.So titelt die Global Times:

China hat auch einen Vorteil. Die sogenannte Globalisierung bedeutete, dass der Westen fast alles nach China outsourcen und es zur Werkbank der Welt machte samt sich damit ergebenden Abhängigkeiten. Daraus resultierte der Backlash da es viele Globalisierungsverlierer gab im Westen, auch wenn alles billiger wurde und der neoliberale Credo Smiths unsichtbarer Hand, Hayeks und Wallmarts und Aldis war: „Geiz ist geil“, egal was es für sicherheits-, geopolitisch und menschliche Folgen und Kosten hatte. Aber  die Prekasisierung und der Verlust an Arbeitsplätzen samt Schrumpfen der Mittelschicht und Deindustrialisierung im Westen, die durch Chinas WTObeitritt erst richtg katalysiert wurde, führte eben zu jenem Backslash des America first-Wirtschaftsnationalismus und dem Ablehnen des Freihandels. Nun beginnt China mit der chinesischen Globalisierung, dem Outsourcen und Freihandelszonen wie RCEP, während es kein TTIP und TPP gibt, sondern nur solche abgespeckten Versionen wie CPTPP und IPEF, die die asiatischen Staaten und vor allem die ASEAN nicht sonderlich attraktiv finden. China aber versucht nun eine chinesische Globalisierung nicht nur durch Freihandel wie RCEP, sondern eine chinesische Globalisierung mit chinesischen Besonderheiten, nämlich duale Zirkulationswirtschaft, protracted war und zugleich im Rahmen der Global Security Initiative, Global Development Initiative inklusive Neue Seidenstrasse BRI und Global Civilizational Initiative. Mal sehen ob im Rahmen des Decouplings, Derisking oder der Diversifizierung nun eine erneute westliche Globalisierung ohne und gegen China erfolgt und ob die westlichen Seidenstrassen Biden’s B3W und Global Gateway der EU etwas dagegen ausrichten können. Zumindestens sieht es mit dem Decoupeln und Containment Chinas nicht ganz so erfolgreich aus, wenn man den Exportzahlen nach Angaben von Chinas Statistikbüro Glauben schenkt, selbst wenn man als Sockel die Coronakrise nimmt:

Derweil geht das weitere Decoupeln auf Ebene der Pandadiplomatie weiter: Nachdem Chinas Panda Lele in einem US- Zoo verstarb, wird nunder verbleibende Riesenpanda Yaya heim ins Reich der Mitte heimgeholt. Gibt es dann überhaupt noch Pandas in US- Zoos? Ist das das Ende der Pandadiplomatie nachdem Nixon nach China ging?

Die DDP-nahe Taipeh Times zitiert folgerichtig Röttgen, der Macrons Auftritt als PR-Coup und Desaster für Europa für Xi bezeichnet. Die französischen Diplomaten, inklusive der französische Botschafter in den USA versucht nun Macrons Äusserungen zu relativieren. Alles nicht so gemeint und auf die gemeinsamen Werte und Interesse an freien internationalen Gewässern und Handelsrouten im Pazifik zu rekurieren. Wer.es glaubt wird seelig.

Die DDP versucht die Bedeutung von Ma Yingjius Chinabesuch runterzuspielen. Peking hätte ihn nur mit niedrigrangigen Offiziellen begrüßt ,was eben auch eine Geringschätzung der KMT und der ROC und Taiwans signalisieren solle, weswegen er ein nützlicher Idiot und eine Schachfigur Chinas sei, wie auch Macron;

Interessant die US-Reaktion auf Chinas Drohmanöver gegen Taiwan, .Keine Schiffe in die Taiwanstrasse, wie noch unter Clinton, wohl .um eine Eskalation und direkten clash zu vermeiden, sondern in das sogenannte Südchinesische Meer zur Verteidigung der internationalen Gewässer und um zu zeigen, das dies internationale Gewässer sind, auch wenn China dieser Russland das Asowsche und Schwarze Meer zu einem chinesischen Meer und Territorium zu machen gedenkt und 80% sein eigen nennt. Tja, wie positionieren sich nun die deutschen Parteien zu der Frage Taiwan und Macron und europäische Souveränität? SPD- Fraktionsvorsitzender Mützenich jedenfalls unterstützt Macron in Sachen Taiwan, während Röttgen und SPD- Roth dagegen halten:

Macron forderte eine eigene europäische Haltung im Taiwan-Konflikt. Dafür gab es international viel Kritik. Nun gibt es doch ein wenig Zuspruch aus Deutschland.

SPD-Bundestagsfraktionschef Rolf Mützenich hält die viel kritisierten Äußerungen des französischen Präsidenten Emmanuel Macron zu Europas Rolle im Taiwan-Konfklikt für berechtigt. „Wir müssen aufpassen, dass wir nicht Partei in einem Großkonflikt zwischen den USA und der Volksrepublik China werden. Europa muss schon versuchen, eine eigenständige Rolle soweit wie möglich zu formulieren und nicht als Anhängsel der USA dort in der Region auch zu erscheinen.“ Daher „hat Macron recht“, sagte Mützenich im ARD-„Morgenmagazin“ über den Präsidenten, der eine ähnliche Position vorgetragen hatte. Zugleich relativierte der Fraktionschef das Gewicht Europas: „Wir sind zweit-, drittrangig vielleicht sogar in dieser Region. Wichtig sind die USA und die umliegenden Staaten.“

Mützenich wies darauf hin, dass es in Asien nicht nur den Konflikt gibt um Taiwan, das China für sich beansprucht, und dass dort auch andere Staaten zu militärischer Gewalt bereit sind. „Und deswegen ist schon eine differenzierte Sicht darauf besser, als immer nur zu sagen, an welcher Partei knüpft man sich an.“

Für einen in Berlin diskutierten möglichen Besuch von Außenminister Annalena Baerbock (Grüne) in China erwartet er, dass er schwierig würde. Sie wisse, „dass sie mit einer gewissen Skepsis, was die Person Baerbock betrifft, auch in Peking empfangen wird“, sagte Mützenich. Er verwies dabei auf China-kritische Äußerungen der Ministerin. „Sie hat sich ja sehr – zumindest aus Sicht Chinas – undifferenziert in dieser Situation eingelassen.“

Mützenich hält ein konsequentes, aber nicht allzu forsches und lautstarkes Auftreten gegenüber Peking für richtig. „Wir müssen uns für Demokratie, wir müssen uns für Menschenrechte einsetzen. Aber auch das ist ja nicht so einfach, weil wir haben ja plötzlich in Europa neue Partner: Aserbaidschan, Katar, die haben ja nun auch keine menschenrechtlich weiße Weste. Deswegen sollten wir auch nicht immer mit Absolutheit auftreten – ich glaube, gerade in Asien kommt das nicht so gut an.“

Weitere Kritik an Macron Aussage

Der Vorsitzende des Auswärtigen Ausschusses im Bundestag, Michael Roth (SPD), kritisierte Macrons Vorstoß für eine „strategische Autonomie“ dagegen deutlich. Dabei schwinge immer „eine Abkehr von den USA mit, ein dritter Weg, eine Schwächung der Nato„, sagte er dem Berliner „Tagesspiegel“. Macron stoße ganz Mittel- und Osteuropa vor den Kopf, da man dort überzeugt sei, dass „Freiheit und Sicherheit weder von Deutschland noch von Frankreich allein garantiert werden können. Sondern derzeit nur von den USA.“

Auch Macrons Warnung an die Europäer vor „blinder Gefolgschaft“ gegenüber den USA verstehe er nicht, sagte Roth. „Ich sehe keine blinde Gefolgschaft in Europa. Ich sehe hingegen in Washington ein Höchstmaß an Verantwortungsbewusstsein für Frieden und Stabilität in Europa.“ Ohne die weitreichende Unterstützung der USA hätte „die Ukraine diesen Krieg wohl längst verloren“.

Der deutsche Ex-NATO- General Domroese jr. meinte dazu noch:

„Ja, Mütze…

Sollten die USA , warum auch immer, Sanktionen gegen China verfügen, dann müssen wir mitmachen, allein schon weil wir unsere ( europäische) Sicherheit alleine NICHT garantieren können.
Und genau das unterscheidet DEU von der Nuklearmacht FRA.“

Für den US-Atomschutz zahlt Deutschland eben-wirtschaftlich und politisch. Mit eigenen Atomwaffen sehe das wahrscheinlich anders aus und könnte man sich dann auch wie ein Westen- oder besser Ostentaschen- Napoleon wie Macron aufführen. .Aber das ist der Preis von WK2, Atomwaffensperrvertrag/ NPT(Strauss/Dregger :“Neues Versailles/  Nukleares Versailles) und weder F noch R noch die USA würden Deutschland eigene Atomwaffen zugestehen. Zumal .das nun mit dem Atomausstieg auch besiegelt wird. Nur Trump wäre theoretisch vielleicht dazu bereit, wenn er das schon im Falle Südkorea, Japans und Saudiarabiens mit seinem Ironbrigdeprojekt war.

Im Focus wiederum plädiert der Kommentator Ulrich Reitz recht bellizistisch für eine Unterstützung Taiwans, das angeblich ein anderer Staat als China sei, zudem er allen deutschen Politikern von Schröder bis Merkel bis Scholz und auch de Grünen Business first vorwirft , zudem auch die En- China- Politik und hält Macron zugute, dass er zumindestens eine Strategie habe, währen die Ampelkoalition noch immer keine Nationale Sicherheitsstrategie noch eine Chinastrategie vorgelegt habe.

Macron benennt ein Problem, das auch Baerbock geschaffen hat

Nicht nur Deutschlands Politiker kritisieren Frankreichs Präsidenten Macron. Ampel- und Unionspolitiker sollten besser vorsichtig sein. Vom ausgestreckten Finger einer Hand weisen schließlich vier zurück auf einen selbst.  

Nun ist die Aufregung über Frankreichs Präsidenten Emmanuel Macron groß, auch in Deutschland, auch in der Ampel-Regierung, ebenso wie in der Opposition. Viele zeigen jetzt mit dem Finger auf Macron, nennen ihn, wie CDU-Außenpolitiker Norbert Röttgen, „von allen guten Geistern verlassen“.

Dabei könnte man wissen: Wenn man mit dem Finger auf einen zeigt, weisen vier auf einen selbst zurück. Hier also die vier Finger, die auf Deutschlands Fehler zeigen.

Was tut Deutschland eigentlich zur Verteidigung des freien Taiwan?

Zunächst: Das sagte Macron, nach einem sechsstündigen Treffen mit seinem chinesischen Kollegen Xi Jinping: Europa dürfe nicht der Vasall der USA werden, der Taiwan-Konflikt sei weit weg von Europa, das brauche eine strategische Souveränität. Und Frankreichs Führung. 

Nun ist die Aufregung groß – und gefährlich. US-Senatoren wie Floridas Republikaner Marco Rubio drohen schon, wenn Europa den Vereinigten Staaten im Fall eines China-Konflikts über Taiwan nicht beistehen wollten, müssten die Amis Europa auch nicht mehr bei der Verteidigung der demokratischen Ukraine helfen. Und nun zu den vier Fingern, die von der Kritik an Macron auf Deutschland und die Europäer selbst zurückweisen:  

Der erste: Europa habe ein eigenes Interesse daran, dass Taiwan demokratisch bleibe. Schreibt etwa der FDP-Wirtschaftspolitiker Michael Theurer auf FOCUS online. Das stimmt zweifellos und hat zwei Gründe: Deutschland verteidigt Demokratien, weil wir selbst eine sind. Und: Taiwan ist der weltgrößte Halbleiter-Produzent, ohne den auch in Deutschland nichts mehr läuft.

Nur: Was tut Deutschland eigentlich zur Verteidigung des freien Taiwan? In Wahrheit: Nichts. Taiwans Präsidentin Tsai Ing-wen kann zwar durch die USA touren – in Deutschland wäre sie indes nicht willkommen. Denn Deutschland unterstützt offiziell Pekings Taiwan-Politik. Gewiss: die Bundesregierung applaudiert nicht den aggressiven chinesischen Militärmanövern, die Taiwans Unabhängigkeit aktuell bedrohen, aber: Sie fällt Festlands-China auch nicht in den Arm.

Von wegen Annalena Baerbocks Werte-Außenpolitik

Im Gegenteil: Berlin steht felsenfest zu Pekings Ein-China-Politik. Da hält es Olaf Scholz nicht anders als Angela Merkel, Gerhard Schröder und Helmut Kohl. Im Verhältnis Deutschlands zu der chinesischen Republik gilt, Demokratie und Diktatur hin oder her: Rotchina first. Was jetzt vergossen wird, sind Krokodilstränen.

Von wegen Annalena Baerbocks Werte-Außenpolitik: Sie findet gerade in China ihren Meister. Ganz einfach, weil Festlandschina zu groß ist, und zu wichtig für Deutschlands Wirtschaft. Es gilt, auch unter dieser „Fortschrittskoalition“, die angeblich die Welt verbessern will, was immer galt: Profit first, Werte second. Die bundesrepublikanische Staatsräson ist nicht Taiwans Demokratie, sondern Deutschlands Wohlstand. 

Dabei ist Taiwan, anders als von Peking behauptet, keine abtrünnige Republik. Die Insel, auf die nach ihrer Niederlage im chinesischen Bürgerkrieg die Nationalisten um Chiang Kai-shek vor Maos Kommunisten flohen, war nie Teil der Volksrepublik China. Ebenso wenig wie China je eine „Volksrepublik“ war, sondern seit ihrem Bestehen stets eine brutale, Individualrechte verachtende Diktatur war und ist.

Die deutsche Ein-China-Politik ist der größte Widerspruch zu Baerbocks wertegeleiteter Außenpolitik

Die Rotchinesen hassen die Republik-Chinesen aus demselben Grund, aus dem Putins Russland die Ukraine hasst: Das Land zeigt, dass eine chinesische Demokratie möglich ist. Wichtiger noch: Es zeigt, wie ein Land sich, ganz ohne Blutvergießen, von einer Diktatur in eine Demokratie wandeln kann. Denn unter der taiwanesischen Kuomintang-Regierung war Taiwan keine Demokratie, anfangs herrschte dort der „weiße Terror“ als Variante zum „roten Terror“ der Kommunisten. Aber seit 30 Jahren ist Taiwan eben eine Demokratie. 

Für  Festland-Chinas Alleinherrscher jedenfalls ein einziger, felsiger Alptraum. Die deutsche Ein-China-Politik ist deshalb der größte Widerspruch zu Baerbocks wertegeleiteter Außenpolitik. 

Der zweite Finger, der von Macron aus auf deutsche Versäumnisse zeigt: Der Franzose pocht auf Europas „strategischer Souveränität“. Und in der Tat hat Europa allen Grund, sich unabhängiger zu machen von den USA, China und Russland gleichermaßen. Nur: Es gibt keinen Plan für Europas Souveränität.

Macron füllt eine Lücke, die die Ampelregierung in Drei-Affen-Manier beantwortet

Der Alte Kontinent ist weit davon entfernt, eine Weltmacht zu sein – oder sich auch nur dorthin entwickeln zu können. Europa ist nicht souverän, nicht ökonomisch und vor allem nicht militärisch. Es gibt keine Europäische Armee, und schon gar nicht verfügt Europa über Atomwaffen, mit denen es Russland abschrecken könnte. Hier hat Macron einen wichtigen Punkt – und er ist glaubwürdig: 

Mehrfach hat der französische Präsident eine Debatte angestoßen, den Schutzschirm, für den französische Atomraketen sorgen, auf andere Länder auszudehnen. Reaktion aus Berlin: Fehlanzeige. Über einen eigenen Atomschutzschirm für Deutschland und Europa wollen die Ampelparteien nicht diskutieren. Dann aber sollten sie sich nicht darüber beschweren, dass Frankreichs Präsident das macht. Er füllt nur eine Lücke, die die Ampelregierung in Drei-Affen-Manier beantwortet: nichts sehen, nichts hören, nichts sagen.

Wir kommen zum dritten Finger, der vom angeklagten Macron auf die Deutschen zurückweist. Wenn man sich beklagt, Macron sei auf die PR-Politik von Pekings Xi hereingefallen, dann sollte man schon eigene Ideen haben, wie man von Berlin aus mit Peking umgeht. Auf eine China-Strategie der Bundesregierung wartet man bislang aber vergebens. Es ist auch tatsächlich schwierig, vor allem:

Wenn die grüne Außenministerin auf Wertepolitik pocht und der sozialdemokratische Bundeskanzler die Geschäfte deutscher Unternehmen wichtiger sind. Unternehmen im Übrigen, die allesamt mitbestimmt sind – die Gewerkschaften dürften klar an der Seite des Sozialdemokraten stehen, schon wegen der Sicherheit deutscher Arbeitsplätze.

Macrons Politik ist so überraschend nicht, wie seine Kritiker in Deutschland jetzt nahelegen

Schließlich der vierte Finger, der vom kritisierten Macron auf die Deutschen selbst zurückweist: Deutschland ist bislang – außer warnenden Worten, wenig eingefallen, um die ökonomische Abhängigkeit von China zu verringern. Ein Huawei-Verbot existiert in Deutschland nicht, anders als faktisch in den USA und in Großbritannien.

Damit nicht genug: Selbst Deutschlands oberste Sicherheitsbehörde, das Bundesamt für Sicherheit in der Informationstechnik (BSI), setzt Huawei-Technik ein, allen politischen Warnungen zum Trotz. Auch dieser peinliche Fall zeigt: Für eine „Decoupling“, für eine technologische Abschottung Deutschlands, ist China einfach zu groß.

Macrons Politik ist so überraschend nicht, wie seine Kritiker in Deutschland jetzt nahelegen. Sie folgt guter alter gaullistischer Schule. So wie der Nachkriegs-Präsident Charles de Gaulle eine Schaukelpolitik Frankreichs zwischen den USA und Russland befürwortete, so plädiert sein Nach-Nachfolger Macron für eine Schaukelpolitik Frankreichs zwischen den USA und der neuen Supermacht China. Traditionen lassen sich eben nur schwer abschaffen.

Ganz interessanter Kommentar zu Macron. Kernpunkt: Die Ampelkoalition und auch die Union würde wie Merkel und Schröder an der Ein-Chinapolitik festhalten. Business first, angeblich selbst die Grünen und dann eben auch Baerbock . Zumindestens hat Macron i Gegenatz zur Ampelkoalition einen festen Sandpunkt und Chinastrategie, so das Credo. Was ist besser als nichts, egal was?

Doch wie stehen Le Pen, Melenchon, Zamour und die Republikaner/Gaullisten in Frankreich zu Macrons Taiwan/Chinaposition`? Es ist durchaus anunehmen, dass sie geteilt wird, zumindests in dem Konsens mit Frankreich als Führungsmacht in Europa- mkt oder ohne EU. Frankreich als Teil einer multipolaren eurasischen Achse mit China, wobei bei Russland dürfte es Differenzen geben, unterstützt der FN-Nachfolger RN neuerdings die Ukrainer.

Ebenso hat dies ja eine gewisse Tradition. Zum einen glauben ja viele Franzosen DecGaulle, die Resistance und General Leclerc, der damals in Paris mit Panzern einfuhr, habe Frankreich befreit und nicht die USA und GB. Das ist zwar Blödsinn, aber dem Nationalismus der Grand Nation geschuldet. Frankreich war auch der erste westliche Staat , der Maochina nach Dien Bienphu diplomatisch anerkannte, schon lange vor Nixon . Und auch nicht zu vergessen: Der NATO-Austritt und die Force de frappe. Dies hat also eine gewisse Tradition und es wäre interessant,wie De Gaulle oder etwa Adenauer heute handeln würden.

Desweiteren will der Westen ja ein demokratisches Taiwan verteidigen und ist auch für eine friedliche Wiedervereinigung. Das geht aber eigentlich nur, wenn auch China demokratisch würde, was es aber auf absehbare Zeit nicht sein wird. Jedenfalls will Xi noch zu seinen Lebzeiten Taiwan holen, im besten Falle, dass die KMT an der Regierung ist und kapituliert oder wieder ein Massaker wie 228 begeht. Wie würde der Westen dann reagieren? Zudem: Ist ein Zurück zum 1992er Konsens möglich, das Zurücknehmen der „Neuen Normalität“, das sich im Überschreiten der Mittellinie und der ADIZ äußern würde, gar zurück zum alten Engagement und der 3-Neinpolitik Ma Yingjius? Und falls,was wäre der Preis dafür?

Ukrich Reitzens These, dass Taiwan nie zu China gehört habe, ist einfach falsch. Zwar vielleicht nicht zur VR China, aber zumindestens zu China. Richtig ist, dass die KP China Taiwan als Bedrohung für sich als demokratisches Modell für China und auch des von ihm propagierten Konfuzianismus seiht. Aber falsch ist nicht zu differenzieren. Die KMT sah sich immer als China, nationalchinesisch eben und Taiwan nur als Rückzugsgebiet, um die Wiedervereinigung unter seiner Ägide wiederherzustellen, hatte also auch ein völkisch-ethnisches Großchinafamilienkonzept,sei es unter autoritärer oder demokratischer Fassade. China first. So ist auch der Besuch Ma Yingjius in China zu verstehen, der die alte militärische Eroberung ala Tschiang Kaitschek aufgegeben hat,zuerst noch auf die Demokratisierung Chinas durch chinesische Oppositionelle, Demokratische Partei Chinas und Falungong und eine Sozialdemokratisierung der KP China wie die USA und der Westen hoffte ,aber nach der Niederschlagung 1989 und Nachfolgezeit ,dann erst einmal den 1992er Konsens und ala Merkel die Drei-Nein-Politik und weiteres Engagement etablierte. Natürlich nützt die KP China derartige Avancen der KMT, um die ethnisch-völkische Verbundenheit einer großchinesischen Familie im Gegensatz zur Taiwanisierung und Demokratisierung und TSMC-Chipgeopolitik der DDP zu kontrastieren, aber die KP China würde auch keine KMT neben sich dulden, bestenfalls als Regionalpartei und Blockpartei zur Verwaltung Taiwans unter Pekinger KP-Herrschaft. Zumal es die KMT als eine der 8 Blockparteien in Festlandchina schon gibt. Und seit Hongkong ist 1 Land, 2 Systeme auch vorbei. Die KP China hat jetzt Wang Nanhui beauftragt eine neue Taiwan-Formel zu finden ,die dieser in den Kontext der Xi Jinping-Gedanken des chinesischen Traums und der nationalen Wiedergeburt/National Rejuvenation, Global Security Initiative, Global Development Initiative samt Neuer Seidenstrasse und BRI und auch Global Civilizational Initiative einbetten soll ,wobei er bei letzterem die Zugehörigkeit Taiwans zu China völkisch-ethnisch herausgestellt werden soll, was ja auch KMT-Linie ist, aber eben nicht DDPlinie. Dennoch sind 90%derTaiwanesen chinesischstämmig, auch wenn man zwischen alten Taiwanchinesen vor 1949 本省und Nationalchinesen der KMT nach 1949 ,den 外省 unterscheidet, gehörte Taiwan auch mal zu einem chinesischen Kaiser, trotz Holländer und Japaner, selbst wenn Mao Taiwan egal war, bevor die KMT rüberflüchtete aus dem Bürgerkrieg. zudem eben mit Ausnahme einiger Kleinstaaten seit Nixon goes to China alle sonstigen Staaten in der UNO das Ein-China-Prinzip und damit Taiwan, wie auch Xinjiang und Tibet als Teil Chinas und ihrer KP China anerkannt  haben, wenngleich einige doch hofften, dass China sich demokratisieren wurde wegen Wandel durch Handel und Einbindung in internationale Institutionen wie die WTO ,die China erst zu der Weltmacht machte, die sie heute ist, und die systemischen Gegensätze sich so und ganz kapitalistisch auflösen würden, ja. es eine sozialdemokratische KP China geben könnte, die demokratisch auch die KMT und andere Parteien dulden könne und es dann zu einer friedlichen Vereinigung Chinas mit Taiwan komme, da auch die Systemgegensätze sich in Luft auflösten. Bekanntlich kam es anders, wie auch im Falle Russlands und Putins. Aber der Kommentar von Ulrich Reitz will scheinbar Taiwans Unabhängigkeit proklamieren, wenn er darauf hinweist, dass Taiwan angeblich nie Teil Chinas gewesen sei und auf die Chipabhängigkeit Deutschlands von Taiwan  und des Westen hinweist, also selbst wieder werteliberale und ökonomische Interessen vermengt als Doppelargument und dabei die Abhängigkeit Deutschlands, der EU und auch der USA und Grossteilen des Global South von China einfach gar nicht erwähnt.Richtig ist,dass man in Deutschland nun konfus ist,ob man nun zwischen den USA, Taiwan oder China im extremsten Falle eines sinoameriksnischen Kriegswählen soll, auch zwischen demokratischen Werten oder autoritärer Herrschaft. Wenn Ulrich Reitz Macron so lobt, dass er immerhin eine Chinastrategie einer Schaukelpolitik habe und Deutschland weder eine Nationale Sicherheitsstrategie oder gar Chinastrategie, übersieht es die strukturellen Gegebenheiten und Unterschiede zwischen Frankreich und Deutschland sind und die liegen eben im Besitz von Atomwaffen, die Deutschland ohne US-Atomschutz und NATO nicht hat. Nebst aller Wertegemeinschaft. Ob Macron  und Frankreich diese Schaukelpolitik durchhalten kann, wenn es eskaliert, eher unwahrscheinlich. Dass die Ampelkoalition auch schaukelt zwischen SPD/Grünen und FDP relativiert der Kommentar etwas.Bei alkem Containment durch Starke gegen China sollte man aber auch die Krisensituation in der Taiwanstrasse auch nicht unnötig anfachen und Vorpreschen durch die Infragestellung des Ein-Chinaprinzips und einseitigerc DDP-Unterstützung bei Ignorierung der KMT, denn damit kann man auch heftige Sanktionen Chinas bewirken, die die Wirkungen des Ukrainekriegs übertreffen werden und auch einen Krieg, wenngleich China keine Krieg anfangen würde, auch wenn Baerbock Taiwan besuchen würde, was ohnehin nicht geplant zu sein scheint. Aber Chinahawks in den USA wie Bolton, Pompeo, Neocons,einige Teile der Republikaner und das Comittee on the Present Danger:China beabsichtigen ja eine Anerkennung Taiwans als eigenen Staat, was sicherlich einen Krieg auslösen würde, zumal die befürchten ,dass je länger man wartet, China immer mächtiger wird und die USA absteigen und verlieren, weswegen man jetzt diesen Krieg führen sollte, solange man noch stark ist. Das ist eine Peak power theory in Sachen USA und auch das von Kissinger in seinem Buch „On China“ befürchtete Crowe-Memorandum. Aber noch sind diese Kräfte nicht tonangebend, könnten es aber bei einem innenpolitischen Wettbewerb des einige den Chinabashing zwischen Demokraten und Republikanern werden, zumal auch der Parlamentspräsident von der DDP You meinte, China würde schon keinen Krieg beginnen, wenn die USA Taiwan als unabhängigen Staat erklären. Diesem Gezündel sollte man keinen Auftrieb geben. Wenn Deutschland wählen muss, wird es sich entscheiden, wahrscheinlich für die USA und Taiwan, aber man sollte diese Entscheidungssituation nicht selbst katalysieren und bis dahin eher deeskalierend auf die USA und China einwirken, soweit dies in den Möglichkeiten liegt. Und da diese Möglichkeiten sehr begrenzt sind, sollte sich Deutschland und die EU schon einmal massive strategische Reserven anlegen, von Halbleitern, Rohstoffen, Medikamenten, Nahrungsmitteln, Dünger, etc., um im Falle eines sinoamerikanischen Kriegs zumindestens das erste Kriegsjahr einigermaßen überleben und durchstehen zu können, zumal wenn der laut Habeck „spätestens 2027“kommen soll. Es wäre mal interessant, ob Habeck und Scholz oder Lindner da schon etwas in die Wege geleitet hat jenseits der Gasreserven. Denn vor der Frage, ob Deutschland Taiwan verteidigen kann, stellt sich auch die Frage, ob es sich je nach Wahl selbst verteidigen kann gegen Chinas oder US- Sanktionen.

Außenministerin Annalena Baerbock (42, Grüne) bricht zu ihrer heikelsten Mission auf!

Gerade hat China bei einem dreitägigen Seemanöver den Angriff auf Taiwan geprobt – jetzt fliegt Baerbock zum Antrittsbesuch nach Peking. Es werden Erinnerungen wach an die Reise von Bundeskanzler Olaf Scholz (64, SPD) nach Moskau, kurz bevor Russland die Ukraine überfiel. Scholz hatte an Kreml-Chef Wladimir Putin (70) appelliert, einen Krieg in Europa abzuwenden – vergeblich.

Die Stimmung in Europa ist aufgeheizt! Wie wird Baerbock sich zum gefährlichen Kniefall äußern, den Frankreich-Präsident Emmanuel Macron (45) letzte Woche nach seinem China-Besuch gemacht hat? Macron warnte Europa vor zu viel Abhängigkeit von den USA, erklärte mit Blick auf Chinas Kriegsdrohungen gegen Taiwan, „wir sollten in keine Krise hineingezogen werden, die nicht unsere eigene ist“.

Experten werten Macrons Aussagen als Ermutigung für Peking, Taiwan anzugreifen. Die heikle Frage: Wird Deutschland China noch stoppen können?

Und wird Bundeskanzler Olaf Scholz (64, SPD) seiner Außenministerin einen Sprechzettel mit auf den Weg in die Volksrepublik geben? Unvergessen ist die Mahnung, die Baerbock Scholz im vergangenen November zurief, bevor der nach Peking aufbrach: Es käme darauf an, „die Botschaften, die wir gemeinsam festgelegt haben im Koalitionsvertrag (…) auch in China deutlich zu machen.“

Denn: Baerbock sieht China als große Gefahr für die internationale Sicherheit.

Ob man sich in der Bundesregierung einig ist? Unklar. Die bereits mehrfach angekündigte China-Strategie der Regierung, ebenso wie die Nationale Sicherheitsstrategie, sind noch immer nicht zwischen Auswärtigem Amt, Kanzleramt und den übrigen Ministerien geeint – inzwischen heißt es, dass beide Papiere im „Frühsommer“ fertig sein sollen. Fest steht aber auch: Scholz kennt Baerbock gut genug um zu wissen, dass sie sich keine Vorgaben machen lassen würde.

Taiwan im Fokus

▶︎ Baerbock liegt hier auf einer Linie mit EU-Chefin Ursula von der Leyen (64), die beim China-Besuch mit Macron scharfe Kritik geübt hat. Unter anderem warnte sie vor einer zu starken wirtschaftlichen Abhängigkeit von China, das noch immer Deutschlands Handelspartner Nummer eins ist.

Doch auch für Baerbock ist klar: Es geht um unsere Wirtschaft. Im Hinblick auf weitere deutsche Investitionen kommt es jetzt auch darauf an, wie Peking sich weiter verhält. Wird man sich auf ein gewaltfreies Vorgehen einlassen? Oder wird China Taiwan, das die Volksrepublik als „abtrünnige Region“ betrachtet, weiter unter Druck setzen? Dann könnte der Westen mit Sanktionen gegen China reagieren – heikel!

Das sagen Außenpolitik-Experten

SPD-Außenpolitiker Nils Schmid (49) findet: „Es ist gut, dass die Reise jetzt stattfindet.“ Baerbock müsse „jetzt auch ungewollt den Eindruck zurechtrücken“, den Macron hinterlassen habe. Schmid: „Dabei muss sie klarmachen, dass die EU sich nicht von den USA abspalten lässt, und dabei gleichzeitig eine eigene politische Linie verfolgt.“

► Denn: Die USA haben bereits erklärt, dass sie im Falle eines Angriffs hinter Taiwan stünden. Das könnte auch Deutschland tun, um China eine rote Linie aufzuzeigen. Damit sich Peking nicht weiter ermutigt fühlt, zu eskalieren – wie Russland, das vor dem Ukraine-Überfall KEINE Grenzen aufgezeigt bekam.

Auch aus der FDP heißt es, Baerbocks größte Baustelle sei eine geeinte außenpolitische Position Europas. Denn Macrons Äußerungen haben parteiübergreifend Entsetzen ausgelöst. Baerbock müsse „noch vor dem Abflug eine mit Frankreich abgestimmte Position zum Thema Taiwan erreichen“, so ein hochrangiger Liberaler zu BILD.

► Denn: Nur ein geeintes Europa, das Schulter an Schulter steht, kann in China seine Position vertreten. Wenn China weiß, dass Europa in der Taiwan-Frage gespalten ist, erhöht das die Gefahr einer Invasion.

Dafür gibt es auch Zustimmung aus der Opposition. CDU-Außenpolitiker Johann Wadephul (60) zu BILD: „Sie muss deutlich machen, dass Europa eine gemeinsame China-Politik macht.“ Deshalb erwarte man von Peking eine klarere Position zum russischen Aggressionskrieg.

► Denn: Deutschland darf einen Fehler wie vor dem russischen Angriffskrieg auf die Ukraine, als man einen Überfall der Russen viel zu lange für unmöglich hielt, nicht noch einmal machen.

Im Anschluss an den Besuch in der Volksrepublik reist Baerbock weiter nach Südkorea und nimmt am kommenden Montag am Treffen der G7-Außenminister in Karuizawa (Japan) teil.

US signals to fix China ties but ‘credible sincerity’ needed; Washington to be ‘lone wolf’ in ‘new cold war’ against China

The US „decoupling“ and containment strategy against China is in trouble – US media recently found that Washington is getting lonely in its clash with Beijing, as many of its key allies, including France, as well as the US‘ domestic companies like Intel and Tesla, are reluctant to follow the White House’s wrong policy toward China.

The US might become a „lone wolf“ in the „new cold war“ it launched against China, experts said on Tuesday. 

Noticing the US seeks to communicate with China, they stressed it is unlikely Washington will admit its strategy failure or effectively correct its wrong policy after the latest US provocation on the Taiwan question has caused new tension in the region.

Reengagement difficult

The White House recently said the US is working on reengagement with China. US National Security Council Coordinator for Strategic Communications John Kirby said at the White House during a press briefing on Monday that the China-US tensions are certainly high right now. 

„We’d like to see this relationship get onto a better footing,“ and the US is seeking another conversation between the presidents of the two countries, he said.

Responding to US request for communication, Chinese Foreign Ministry spokesperson Wang Wenbin said at a daily routine press conference on Tuesday that „The responsibility for the current difficulties in China-US relations does not lie with China.“  

„The US needs to stop interfering in China’s internal affairs and harming China’s interests, and stop undermining the political foundation for our bilateral relations while stressing the need to put ‚guardrails‘ on the relationship. The US needs to work with China to bring the bilateral relations back onto the right track of sound and steady growth,“ Wang remarked.

The signals released by the White House show that the US wants at least to warm up economic ties with China as the US is caught in the middle of economic and financial difficulties while China has entered economic recovery, Tian Yun, a veteran economist based in Beijing, told the Global Times on Tuesday.

„The US wants to go back to the ‚cold politics but hot economy‘ approach in handling its relations with China,“ Tian said. 

However, to resume economic ties with China, the Biden administration must show credible sincerity with concrete actions. 

While asking for talks and visits to China, the US has not stopped its provocation on Taiwan question. The provocative meeting on April 5 between Taiwan regional leader Tsai Ing-wen and US house speaker Kevin McCarthy during Tsai’s „transit“ in the US prompted the People’s Liberation Army to hold a series of drills to respond to the US provocation and deter secessionist forces on the island.

Apart from geopolitical frictions across the Taiwan Straits and in the South China Sea, the US keeps pushing „decoupling“ with China in many fields and has coerced its allies and domestic companies to follow suit. 

Before US changes its hostility and presents credible sincerity to correct their arrogant policies, meaningful reengagement between China and the US will be difficult, Lü Xiang, an expert on US studies at the Chinese Academy of Social Sciences, told the Global Times on Tuesday. 

New cold war fails

„Based on arrogance and racism, Washington’s elites refuse to see China’s development as an opportunity for cooperation, but perceive it as a ‚threat‘ to the US,“ Jin Canrong, associate dean of the School of International Studies at the Renmin University of China, told the Global Times on Tuesday.

From Donald Trump era to Joe Biden administration, a series of US policies and actions have already proved that the US has launched a „new cold war“ against China, despite its presidents and senior officials refusing to admit the fact, Jin said. 

In order to win a cold war, the US needs to mobilize its domestic resources in governmental and private sectors and its allies around the globe to jointly fight its „rivals,“ but it turns out that Washington is unable to effectively achieve the goal to contain or isolate China, Jin said.

US companies are embracing, not „decoupling“ with, China. US carmaker Tesla and chip giant Intel unveiled new business plans in China over the past weekend, serving as fresh examples of US companies‘ confidence in China. 

US media Politico on Monday published an article entitled „The US‘ lonely clash with China.“ The article said that „US allies are becoming more vocal in their discomfort with the potential economic pain that could be in store if the Biden administration takes further action to isolate China.“

„There are virtually no US allies that are really all-in on the idea of a ‚cold war‘ with China,“ Eurasia Group President Ian Bremmer said. 

After visiting China, French President Emmanuel Macron told media that Europe should steer clear of any potential conflict between the global superpowers, and said that Europe should not follow US policy in the fields like Taiwan question, calling for more independent decision-making that based on the interest of European countries, not that of the US.

US media outlet the Hill said in a Monday article that Biden must reach out to China „before the US-China impasse becomes irreconcilable.“ 

Experts said that among Washington’s elites, some have already realized the consequences of the wrong China policy.

Jin said the US will not admit the failure of its „new cold war“ any time soon, therefore the struggles will continue, but it will not bring any good for the US. Lü noted that when the US accuses China of being a „wolf-warrior,“ it seems like the US is making itself a „lone wolf“ in its „new cold war“ with China. 

It is possible to see the US get more and more isolated as it cannot provide certainties to the world but bring only troubles, damaging the supply and industrial chains only to maintain its declining hegemony, the expert said.

If Europe does not “pick sides between the US and China over Taiwan, then maybe we shouldn’t be picking sides either” on Ukraine, Rubio said. Pascal Confavreux, spokesman for the French embassy in the US, said that Macron’s comments had been “overinterpreted.” “The US is our ally with whom we share our values,” Confavreux wrote on Twitter. The Elysee Palace did not respond to requests for comment. Meanwhile, the Inter-Parliamentary Alliance on China also criticized Macron for what it called “ill-judged remarks” that sent a signal of “indifference” over Taiwan as it faces increased pressure from China. The group of cross-parliamentarian politicians expressed “dismay” over Macron’s “ill-judged remarks” in an interview with Politico and Les Echos, saying they “undermine the decades-long commitment of the international community to maintaining peace across the Taiwan Strait.” The alliance said that Macron’s comments were “severely out of step with the feeling across Europe’s legislatures and beyond.” Macron does “not speak for Europe,” it said in a statement, adding that it would continue to urge democratic governments to “do everything possible to ensure that Beijing’s aggressive stance towards Taiwan receives the hostile reception it deserves from the international community.” Thirty-eight parliamentarians signed the statement, said the alliance, an unofficial organization that includes more than 200 lawmakers from 27 legislatures. In Taipei, the Ministry of Foreign Affairs said in a statement that it would contact French authorities soon to ascertain “the meaning of Macron’s remarks” in the interview. Macron visited China from Wednesday to Saturday last week in a bid to urge Beijing to help end Russia’s war in Ukraine, with European Commission President Ursula von der Leyen joining part of his itinerary, including a trilateral meeting with Xi on Thursday last week. Separately yesterday, Angus Campbell, chief of the Australian Defence Force, when asked by reporters if Canberra had a role in any future conflict over Taiwan, said that “anything that undermines the security, stability and prosperity of the Indo-Pacific region in which we live is of interest to Australia.” “The question then might arise what particular circumstance or scenario enlivens what form of interest and in what form of response,” Campbell said. The war in Ukraine showed that there was no way to predict how any war would unfold, he said. “I encourage all parties to areas of international tension to find other ways to resolve that tension… A stable secure free and open Indo-Pacific for all nations is in Australia’s interest,” he added.

Japan has been following China’s military drills around Taiwan “with great interest,” a government spokesperson said yesterday. Japan has long worried about China’s military activities in the area given how close southern Japanese islands are to Taiwan.   • Ma Ying-jeou belittled on China trip, academics say

    Former president Ma Ying-jeou (馬英九) was belittled by Beijing during his trip to China, as he was only able to meet China’s Taiwan Affairs Office (TAO) Director Song Tao (宋濤) and was not greeted by higher- ranking Chinese officials during his visit, which has harmed Taiwan, academics said on Friday. Ma said the trip was to pay his respects to his ancestors and to accompany 28 Taiwanese university students for exchanges with students in China, but they only met with 35 students at Wuhan University, 32 students at Hunan University and 30 students at Fudan University. The Chinese government could easily mobilize thousands of students to attend Ma’s exchange sessions if it wanted, but there were only about 30 students in each session, Cross-Strait Policy Association researcher Wu Se-chih (吳瑟致) said, adding that it seems that Ma was used as Beijing’s tool to counter President Tsai Ing-wen’s (蔡英文) visit to Central America and stopovers in the US. Ma is willing to be a “chess piece” of China, to put pressure on Taiwan, belittle its nation status and harm it, Wu said, adding that he must face criticism from Taiwanese, as they have seen how a politician and a former president can be so selfish for his own political gain. Ma and the KMT are pleased with his trip, claiming that he elaborated on the so-called “1992 consensus,” with “each side [of the Taiwan Strait] having its own interpretation on ‘one China,’” yet although the Chinese government did not refute it in his face, it does not mean it accepts it, Wang said. The definition and interpretation of the so-called “1992 consensus” are still in the hands of China, so Ma’s trip did not revive the “1992 consensus,” he said, adding that it is merely “terminal lucidity” as it goes into history.

All preparations made to welcome return of giant panda Ya Ya from US

China has made all necessary preparations for the return of giant panda Ya Ya to her motherland, the Chinese Foreign Ministry said on Tuesday in response to the public’s concerns over the animal’s health and its long-awaited return from the US.

The Memphis Zoo in the US held a farewell ceremony on Saturday (local time) for the giant panda Ya Ya, who saw her 20-year lease expire and will soon return to China. The health condition of the panda has long been a subject of concern among many Chinese netizens. 

Chinese Foreign Ministry spokesperson Wang Wenbin gave updates on the progress of Ya Ya’s return to China during a press briefing on Tuesday, saying that China has made full preparations for the welcome of Ya Ya to her homeland in terms of quarantine facilities, feeding facilities and plans, medical care and food supplies.

Once an export permit for the giant panda is issued, Ya Ya will be safely transported back to China as quickly as possible. The export permit will be issued in accordance with procedures when the US Fish & Wildlife Service completes publicizing the export permits for giant pandas Ya Ya and her deceased male partner Le Le on April 12, according to Wang. 

China has made all necessary preparations for the return of giant panda Ya Ya and will work with the US institutions in cooperation to strengthen coordination and complete her health assessments before transportation, Wang said.

Giant panda Ya Ya will be transported from the Memphis Zoo to Memphis International Airport in a temperature-controlled truck. After completing customs clearance and relevant inspection, Ya Ya will be escorted to a FedEx hub in the US, where she will be delivered directly by the carrier to Shanghai Pudong International Airport, according to media.

According to the cooperative research agreement on giant pandas between the Chinese Association of Zoological Gardens and the Memphis Zoo, the cooperation period expired on April 7 and the Memphis Zoo held a farewell ceremony on April 8, Wang noted.

Wang added that Ya Ya is currently in a relatively stable condition except for hair loss caused by a skin disease. 

Experts from the Chinese Association of Zoological Gardens and two professional technical personnel from the Beijing Zoo are working with the Memphis Zoo to carry out the feeding and care of the giant panda, and have basically grasped the daily care procedures for Ya Ya, Wang noted.

A Ya Ya-related topic trended on Chinese social media platform Sina Weibo on Sunday with its hashtag celebrating the official handover of Ya Ya to the Chinese side. Many netizens flocked to Ya Ya’s hashtag to voice support for the giant panda and expectations for her return.
